General Assembly Makes Steady Progress

The General Assembly convened its 2026 short session back in late April and there has been slow and steady progress since then. Attached is our current Bill Tracker, which shows the status of bills that we have been following since the start of the biennium in January 2025 and the newer bills filed this year.

Notable recent legislative activity has predominantly been on proposed amendments to the NC Constitution.

For example, a proposed amendment to limit property tax increases (H 1089) made our list given our industry’s attention to real estate-related matters. Proposed constitutional amendments must pass both the House and Senate by a 3/5 margin, and then amendments appear on the general election ballot for voter ratification.

There is a strong potential for S 1080, a bill to cap personal income taxes at 3.5% to also appear on the November ballot.

Finally, legislative leaders have indicated that they have an agreement in principle on the state budget.
