The Treasury Department has issued an advance notice of proposed rulemaking that seeks comment on its implementation of the Guiding and Establishing National Innovation for U.S. Stablecoins or GENIUS Act. The GENIUS Act establishes procedures for institutions seeking licenses to issue stablecoins and establishes regulatory standards for stablecoin issuers. Comments must be received on or before October 20, 2025.
