‘Extra Session’ of the North Carolina General Assembly

North Carolina Governor Josh Stein has used his powers under the NC State Constitution to call an extra session of the General Assembly. The extra session will begin on November 17 for the purpose of funding the Medicaid rebase – the reimbursement rates paid to medical providers.

In his proclamation announcing the extra session, the Governor noted that the Medicaid program is underfunded by $319 million, which triggered the NC Department of Health and Human Services to cut reimbursement rates paid to providers for services. The date of the extra session coincides with days that the General Assembly had by resolution left open for a possible return to Raleigh on other matters; however, legislative leaders had recently signaled that they planned to hold no votes for the remainder of the year.

Although the Governor can direct the General Assembly to return, it is unclear what action they will take during this extra session.
